Mr Holmes, who oversaw the merger of TMP into the region’s Local Enterprise Partnership earlier this year, received his award in front of 500 guests at Liverpool’s Anglican Cathedral.
Mr Holmes also oversaw the construction of Grosvenor’s £1bn Liverpool One development.
Post and ECHO business reporter Bill Gleeson, chairman of the judging panel, said: “Rod has worked tirelessly for the region since his retirement from Grosvernor.

“He has been an excellent ambassador for this region.”
