Chief Executive – Max Steinberg OBE FRSA
Max Steinberg was appointed Chief Executive of Liverpool Vision in July 2010.
Max began his career at Liverpool City Council in 1975 before moving to the Housing Corporation where he spent 25 years working in all aspects of housing, eventually becoming Director of Investment and Regeneration North before becoming Chief Executive of Elevate East Lancashire in 2003. In 2009 he became Chief Executive of Regenerate Pennine Lancashire Ltd, one of the largest Economic Development Companies in the UK.
On joining Liverpool Vision, Max oversaw Liverpool’s award-winning participation in World EXPO Shanghai 2010, a six-month global event based around the theme of ‘better city, better life’ which culminated in the Liverpool Gala Day on 16 October 2010. Under his leadership Liverpool Vision has also been responsible for hosting the Global Entrepreneurship Congress 2012, the first time this prestigious event has been in held in Europe. The week-long congress showcased the city’s economic ambition and is widely regarded as the most successful GEC event to date, welcoming several thousand delegates from 125 countries.
Max has also overseen the enhancement of Liverpool Vision’s business growth service, expansion of Liverpool Vision’s work in key international markets and the creation of Marketing Liverpool. Max was awarded the OBE in 1997 for services to Housing and Regeneration on Merseyside, and has been on the Board of Liverpool John Moores University European Institute of Urban Affairs since 1992 and its chairman since 2001. He is Deputy Chair of the Riverside Housing Group and was a non-executive director of Kensington Regeneration from 2003-2006. He was also awarded a Senior Fellowship at Liverpool Hope University in 2011.

Director of Programmes – Ian McCarthy
Born in Liverpool and brought up in Warrington. Between 1980 and 1985 studied for a degree in Town Planning at the University of Newcastle-upon-Tyne and worked for the City of Sunderland, undertaking special studies about the implementation of Industrial Improvement Areas, community business, business economics and methods of investment appraisal. Now a qualified member of the Royal Institute of Chartered Surveyors.
From 1985 – 1995 Ian was employed by Warrington Borough Council.
Between 1995 and 2002 employed by Manchester City Council, latterly becoming Head of the Economic Initiatives Group. The Group undertook a broad portfolio of economic regeneration activity including investment and development projects, business support, local benefit measures, European and International activity and sector development programmes.
Ian was appointed as Programme Director at Liverpool Vision, the Urban Regeneration Company for Liverpool City Centre, in July 2002. Ian is currently supporting the attraction of investment to the Mayor of Liverpool’s Development Zones and is the Festival Director for the UK’s International Festival For Business which will be hosted in Liverpool in June & July 2014.

Director of Culture Liverpool - Claire McColgan MBE
Claire joined the Liverpool Culture Company in 2000, and created and managed the cultural programme for public involvement in the Capital of Culture bid which was cited as the major factor in Liverpool's success. She designed, produced and managed the unique £11 m Creative Communities Programme and managed Liverpool's 2007 birthday celebrations including the bicentenary of the abolition of slavery. Claire was also responsible for producing the programme for Liverpool's European Capital of Culture year, the participation programme and the opening and closing events for 2008 and received the MBE for services to the Arts in 2009.
Claire is now Director of Culture for Culture Liverpool responsible for Cultural Delivery and Policy for Liverpool City Council. Claire is also a non-executive director of Derry /Londonderry Culture Company responsible for UK City of Culture in 2013 and advises other European cities on cultural policy.
